WILMA TOWNSHIP BOARD OF SUPERVISORS’ MEETING, WEDNESDAY, MAY 6, 2020

Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present: Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, and Grader Operator Alden Shute.

Safe Meeting Standards: Glen and Paul explained safe standards for an in-person meeting, including everyone being responsible for washing their own hands; no hand-shaking; hand-sanitizer and paper towels provided; spacing out (two tables for the supervisors, and separate tables for the public); covering mouths when we cough or sneeze.

Meeting Record: Paul read the record of the March and April board meetings. Gary moved to approve; Mike seconded. Glen signed the last several approved meeting records.

ROAD REPORT: Alden did routine blading on almost every township road. He did ditching on Eagle Head Road and had to fix a washed-out culvert on Pete Anderson Road, the first culvert. It needs to be replaced and Alden will contact Summerland. Paul will bill New Dosey and Arna and Danforth.

Road Construction Projects for 2020: Alden would like to apply gravel to Mona Drive and Lost River Road. River Cabin Road has a bad spot just past Jim Otto’s; it needs rock and gravel like Little Tamarack Lake Drive did. He wants to brush every township road this summer, and then we can see if it will last three years or can go for five. Mayfield Road needs pit run in the future, but not now, for muddy spots.

Diesel Fuel: Alden said some diesel fuel is missing and not recorded and the tank is empty. Mike said it was a late night fire and he filled Big Red, about 33 gallons; the fire department will pay the town.

Road Inspection: Board set the date and logistics for the spring road inspection, Monday, May 18, meet at Duxbury Store at 10 a.m. Alden will borrow Paul’s measuring wheel and flag all the bad spots before the inspection. Glen was hesitant to carpool. Paul asked how we can have a meeting if we’re all in separate cars? Glen always keeps track of the mileage where the board says we need to do work. If we’re in separate cars, how will we know when to stop? Glen said he would drive but he wants everyone to wear a mask. Mike said if we do all drive separately it won’t be that big of an expense.

OLD BUSINESS: Tax-forfeited Land Sales in Wilma Township: The board passed a resolution opposing any sales of county land in Wilma Township and affirming that the public’s right to use these lands not be impeded or restricted but protected and we sent it to Greg Beck and to all the County Commissioners. Greg Beck sent the county’s response and said one parcel was already approved in 2014 and the Dollar Lake parcel is pending, and that there are still 1,288 acres of Memorial Forest in Wilma Township they don’t intend to sell.

NEW BUSINESS: Wilma Septic Administrator: Paul got a call from someone on Dollar Lake Road who have septic but want to enlarge their tank. Paul told them to call Denny Schlomka and Patrice; she said no one called her.

Filing Period for November 3, 2020 Election: Kelly Schroeder sent filing notice for all offices to be voted on 11/2/2020: From 8 a.m. Tuesday, May 19 until 5 p.m. Tuesday, August 18, 2020, including our District 3 County Commissioner. May file by mail to Pine County Courthouse until courthouse re-opens.

Mandatory Judge Training for 2020 Elections: Head Judge/Clerk, Monday, June 29, 9-11 a.m., Sandstone. Regular Judge Training: Monday, July 27, 2-4 p.m., North Pine Government Center, Sandstone.

On/Off Sale 3.2 Malt Liquor License: The board could not yet certify that Gary paid $100 for 2020 3.2 Beer License until he gets the business name cleared up with the state and county. It now reads Gary Vink, DBA The Duxbury Store. Gary said it’s not due until July.

MAT leaders and Minnesota Governor Tim Walz Teleconference call with Township Officers: Next Wednesday, May 13 from 4:30 to 5:00 PM. (Toll Free): 1 877 309 2073 Access Code: 742-048-701. Discussion on whether board members can be paid if they participate and how much. Mike moved that no one be paid. Gary seconded; passed. Everyone is free to send questions and listen in if they want. No one is allowed to speak but the Governor and MAT officials.

Treasurer’s Report and Claims: Patrice gave the treasurer’s report. Total bills for May $2,608, and she wants to transfer $2,600 from savings to checking. Gary moved to approve her report and to transfer the funds; Glen seconded. Patrice updated the total bills last month, $3,233. Gary moved to adjourn; Mike seconded. Meeting adjourned 8:30 p.m.

Chairman Glen Williamson called the meeting to order at 7:30 p.m. by telephone conference call, with the Pledge of Allegiance. Also present by phone: Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, and Pat Story.

Resolution to Hold Meeting by Conference Call: Mike moved that the board pass the resolution to hold this meeting by conference call. Gary seconded. Passed.

BOARD OF REORGANIZATION: Gary took his oath of office as Supervisor earlier today and Paul was sworn in by Gigi Everett. Mike nominated Glen to serve as Chairman; Gary seconded. Passed. Mike moved that Gary be assistant Chair; Glen seconded; passed. Treasurer Patrice designated Northview as our bank of deposit. Mike moved that The Evergreen and Pine County Courier and the Town Hall and the township website be our notice-posting and publishing places. Mike moved that the wages and salaries for 2020 as proposed at the March meeting be adopted: Chairman $105/meeting (over three hours, $22.50/hour); Supervisors, $100/meeting (over three hours additional $20.00/hour); Clerk and Treasurer $100/meeting. Special reports and paperwork $18/hour. Election judges $16/hour (including head judge). Grader Operator $25/hour for grading and plowing; $20 hour for inspections and reports; Assistant Grader Operator, $20; General labor $16/hour; Major mechanical work, $30/hour; Mechanic Assistant, $16/hour; Annual Meeting Moderator, $75/meeting; Out of town meetings, $150/full day; $100/half day. Mileage at Federal rate, now $.57.5/mile. Hourly rate, Chairman $22.50; Supervisors $20 (Supervisor Labor $16/Hour)

Mileage: Federal rate for officers, judges, delegated township representatives, for judges training, township officers training, and association meetings, etc. $.57.5/mi. For 2020. Gary seconded; passed.

Monthly Board Meetings: Glen moved that we meet the first Wednesday of each month at 7:30 p.m. in 2020/2021. Gary seconded. Township Donations: Requests from OSAC, Family Pathways, Pine County Historical Association and Seven County Senior Federation for continued contracts. At 2018’s annual meeting, a total of $300 for all requests was approved by the voters for 10 years. Mike moved to give $75 apiece to each of them; Glen seconded. Passed.

Snowplowing 2020/2021: Mike moved that we keep our private drive snowplowing rates for the 2020-2021 season the same as last year: $75; Drives over 700′, $100; 1,000′ to ½ mile: $175/season; over ½ mile, $350. Gary seconded; passed.

BOARD OF SUPERVISOR’S MEETING: March Meeting Record: Mike moved that since the report is posted online, that we waive the reading of the meeting record. Gary seconded. Passed.

ROAD REPORT: Alden gave Glen his report on any plowing/grading, repairs, etc. Alden inspected all roads for winter damage. There is a washed-out culvert on the Pete Anderson Road. Alden repaired the road but the culver will need to be replaced. Mayfield road will need gravel this summer. Supervisor’s Road Inspection Meeting: Date for inspection will be set at May 7 Board Meeting.

OLD BUSINESS: Wilma Septic Administrator: Caleb Anderson is asking the board to make a decision on whether to hire Denny Schlomka to do our septic inspections, with Patrice doing the paperwork. Patrice said she met with Gale Kespohl and that she will be willing to do the paperwork. Gale needs to download all her forms to a flash drive so Patrice can put it on her computer. She will be paid out of Denny’s fees for what we charge for the inspections. Mike moved that we hire Denny Schlomka as our septic inspector, with Patrice handling paperwork. Gary seconded. Passed.

NEW BUSINESS: Board of Appeal/Equalization: For voters to appeal 2021 property tax assessments, will be Monday, April 13, 2019, 1 p.m. by Conference Call. County Assessor Lorri L. Houtsma and Wilma Assessor Bob Brewster will attend by phone. We need two supervisors. So far we have received no appeals.

Tax-forfeited Land Sales in Wilma Township: Two parcels up for sale: 104 landlocked acres in Section 9, and 53 acres in Section 18 running west of Dollar Lake Road. We have 60 days to appeal or the sales will proceed. Board said to draft a resolution. (attached) Mike moved that the resolution be passed as written and sent to Mark LeBrun. “BE IT THEREFORE RESOLVED BY THE TOWN BOARD OF THE TOWN OF WILMA, PINE COUNTY, MINNESOTA that the Township of Wilma opposes any sales of county land in Wilma Township and affirms that the public’s right to use these lands not be impeded or restricted but protected.”

Possible County Tax Penalty Waiver: At the April 7th county board meeting, the Pine County Commissioners discussed the possibility of waiving penalties for late payment of the 2020 property taxes until a future date (possibly July 1st).If the county takes action it will likely be at the April 21st meeting or a special meeting called for that purpose.

CANCELLATIONS: The following meetings were canceled due to Covid-19. MAT Spring Short Course; Pine County Township Officers’ Meeting; MAT Summer Specialized Training; Chronic Wasting Disease Town Hall Meeting.

Mandatory Judge Training for 2020 Elections: Head Judge/Clerk, Monday, June 29, 9-11 a.m., Sandstone. Regular Judge Training: Monday, July 27, 2-4 p.m., North Pine Government Center, Sandstone. Patrice and Stefanie have agreed to be judges, and Pat Story and Gary Vink said they would like to be trained and would be willing to judge at either the August primary or the November general election. Paul and Patrice will judge both elections.

Frost Boils: Pat asked what Alden planned to do about frost boils and blisters on township roads. Gary said that when Mark Pallow was Road Manager he attended training on road maintenance and they affirmed Mark’s answer that you go around them, that they will heal themselves. Mike said the only way to cure them is to tear the road up, put down netting and class 5 gravel and rebuild the road. Mike said the county did that north of Duxbury on the Tamarack River Road, but it was only partly successful, and the boils would just move up the road.

Treasurer’s Report and Claims: Patrice gives the treasurer’s report. Total bills for April are $2,452.22. Total to transfer from savings to checking, $2,400.00.

Meeting Record: Paul read the record of the February board meeting. Gary moved to approve; Mike seconded.

ROAD REPORT: Alden said there was little road work as no snow. He did check on some machinery on Lost River Road to make sure they were not damaging the road.

OLD BUSINESS: Relationship between Wilma and Ogema Township and the Contract with DVFD, Inc. Ogema Township and the Lake Lena Band have proposed a contract with the Duxbury VFD for $1,500 from Ogema and the Band. They will make a decision at their annual meeting March 10.

Presidential Primary 2020: Presidential Primary Election was yesterday, March 3, 2020. All expenses will be paid by the county, including judge training and mileage. Paul, Patrice and Stefanie judged and we had 13 voters.

NEW BUSINESS: Tax-forfeited Land Sales in Wilma Township: Two parcels up for sale: 104 landlocked acres in Section 9, and 53 acres in Section 18 running west of Dollar Lake Road. We have 60 days to appeal or the sales will procede. Mike said he joined the board specifically to protect the rights of citizens to public access to public lands, and he opposes any sale of public tax-forfeited lands which will remove them from the public domain and use. Plus the 160 acre parcel is landlocked and this can lead to a complicated and drawn-out process if the purchasers demand a right-of-way easement as they are entitled to do by law. Paul said they must pay all costs and surveys and time involved in getting a cartway or access. Mike moved that the board adopt a resolution opposing the sale of these parcels for the two reasons he stated and that Paul write this resolution up and send it to the land deparment. Gary seconded. Passed.

Wilma Rate for Range Line Road Work: We currently charge Arna and New Dosey $150/hour for any grader work on Heller Drive and the Pete Anderson and Langstrom Roads, but charge Danforth $100/hour for the same work. Alden said he would like to make all our rates uniform and charge all three townships $100/hour for road work. Mike so moved and Gary seconded, Passed.

March, 10, 2020 Township Election: Affidavits of Candidacy were filed by Gary and Paul. Patrice, Stephanie Rahn and Pat Story will judge. Polls open from 5 to 8 p.m.

Annual Town Meeting: Following the Board of Canvass after the election Tuesday, March 10. Kris Sundberg from Essentia and North Pine Area Hospital District will speak on the advantages of Wilma joining the NAPHD. Mike made a motion that if the MAT attorneys say that it is legal that the vote on whether or not for Wilma Township to join the North Pine Area Hospital District can be a closed ballot vote, that it be decided that way. Gary seconded. Paul will contact the attorneys and will print out a ballot with the question. Pat wanted to speak about the contract that NAPHD has with the hospital according to their financial director Bill Olsen. Mike said he would have an opportunity to speak the night of the meeting.

Proposed 2020 Wages and Levies for 2021: Mike asked that the board do a line item vote on the levies and proposed wages. For Road & Bridge, General, Fire, Park, and General Funds he moved that the levy proposal to the voters stay the same for 2021. Gary seconded each motion. For the meeting rate for Supervisors and Clerk and Treasurer, he moved that the meeting rate stay the same for 2020 as last year. For special reports Mike moved that the Clerk and Treasurer be paid $18/hour, rather than the current $16. Gary seconded. Mike moved that the hourly rate for the Chairman and Supervisors also be increased by $2, to $22.50, and $20 respectively. Gary seconded. Passed. But for judges, Mike moved that the rate remain at $16/ hour since they mostly just sit all day. Gary seconded. Mike moved that the other rates and snowplowing rates remain the same as this year. Gary seconded.

Wilma Septic Administrator: Caleb Anderson is asking the board to make a decision on whether to hire Denny Schlomka to do our septic inspections, with Patrice doing the paperwork, or have the county do it. Patrice said she will have an answer at the annual meeting next week.

Chronic Wasting Disease Town Hall Meeting: The Minnesota Board of Animal Health set a public meeting date of Wednesday, March 18, 2020 at 6:30 p.m. at the North Pine Government Center in Sandstone. Glen can’t go, but he urged Paul and Garyand Mike to go.

MAT Spring Short Course: Will be Friday, April 3, at the DECC in Duluth. 9 a.m. to 3 p.m. Full agenda, plus new officer training for Stefanie Rahn.

Wilma Board of Review : Monday, 4-13-2020, 1 p.m. at the hall. With Pine County Assessor Lori Houtsma and Wilma Assessor Bob Brewster, to appeal property valuations for 2021 taxes.

MAT Summer Specialized Training: Will be Thursday, June 25, at the DECC in Duluth. No schedule released yet.

Pine County Township Officers’ Meeting: Will be at Hinckley American Legion, Saturday, March 28, 2020, 9 a.m. Full roster of speakers and full agenda.

Treasurer’s Report and Claims: Patrice gave the treasurer’s report and distributed the financial report for 2019. Total bills for March $2,484, and she wants to transfer $2,500 from savings to checking. Gary moved to approve her report and to transfer the funds; Glen seconded. Gary moved to adjourn; Mike seconded. Meeting adjourned 9:30 p.m.
