Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present: Supervisor Mike McCullen, Treasurer Patrice Winfield, Clerk Paul Raymond, Road Manager Alden Shute, Stan and Tracey Riley, Steve Grabeau, Gary Winter, and Stefanie Williamson. Supervisor Gary Vink was absent for the second month in a row. October Meeting Record: Paul read the record of the September meeting. Mike moved to approve; Glen seconded.

ROAD REPORT: The culverts were put in on Crooked Lake and Dollar Lake Roads. Paul billed Danforth Township for half of the cost of the culverts.

Alden filled the diesel tank with 30% #1 fuel oil/70% #2. He fixed the broken grader door opener by installing new electric eyes.

Township Road Mowing: Alden said he didn’t have a big issue with Jerry’s mowing job. It might have been better if done in a later season. We are not allowed to brush roads before August 1 every year, but we can mow.

Road Surveys: Alden allowed the surveyor who was on Tamarack Pine Drive who was looking for the survey marker to dig in Tamarack Pine Drive, with the agreement that they would pay for him to restore the road. The surveyor was able to find it and Alden restored the road and we will bill him for one hour of road work, $150. Alden got barricades for the end of Tamarack Pine Drive so no one goes down past the barricades.

WILMA TOWNSHIP SNOWPLOWING: 2020-21 snowplowing fees were due tonight, Nov. 3. This was posted on website and email sent to all township residents that we have email addresses for, and a notice sent to the papers. Alden said he won’t plow drives until we get a hard freeze, because they will be to soft to plow.

Eagle Head Road Culvert/Beavers: Steve Grabau said the beaver problem is very bad. They’ve dammed up the culvert and the road is flooding. Alden said someone stole his grates that blocked the culverts. He is having the ditch dug out with a backhoe much deeper than it is now and will install new grates on the culvert.

Duxbury Brush Rig: Mike told Alden that after hunting season he will park the brush rig in the grader hall. The water pallets have to be moved.

OLD BUSINESS: Liquor and Cigarette License: Stan Riley has started a new business at the corner of Duxbury and Tamarack River Roads and hopes to sell liquor and strong beer and cigarettes, among other items. At the October meeting, the board voted to have the record state that the Board of Supervisors of Wilma Township has no objection or opposition to the county granting Stan and Tracey’s business, Country Store and More, a license to sell liquor and strong beer. Stan says they told him we need to publish this in a newspaper, and the board directed Paul to publish the decision in the Evergreen. The board also adopted a resolution to petition the county to put up a stop-sign ahead warning sign and a 35 mph speed limit sign on Tamarack River Road a quarter-mile north of Duxbury Road or at a distance they feel is safest.

Pine Co. Twp. Officers Assn. Meeting: Was Saturday, October 23, at the Hinckley Community Center. Paul gave a report on the speakers: Representative Nathan Nelson talked about Chronic Wasting Disease and how some irresponsible deer farms are where CWD has been found and is a threat to wildlife. He also spoke about broadband internet; there is $70 million to bring broadband to more people in the state. They’re working on N. Pine County and Kerrick now. One problem is the supply chain blockage to get equipment and supplies. Commissioner Steve Hallan also spoke about CWD and broadband. There will be public meetings on it. Our county lost 800 people in the census so the commissioners districts will be redrawn. Auditor Kelly Schroeder said they are getting $200,000 to upgrade voting tabulators, but not automarks. They want to clear the rolls of tax-forfeited land, so there will be sales. County Attorney Reese Frederickson said there is a backlog of cases due to COVID, with five open murder cases. One case was ended when the accused sex offender killed himself. A Pine County Deputy said the new drone program helped find the man, when they were afraid of an ambush and suicide by cop. He said it is hard to find people who want to go into law enforcement now. Veterans Administrator Mindy Sandell said there are over 2,000 veterans in Pine County. They got $14 million for Pine County Veterans services. They have a van program and are giving gift cards to veterans.

Wilma Fall Fest: Was Oct. 23, with a potluck supper and the Procrastinators playing for the evening. Glen said he got many nice prizes, including a Play and Stay at the Danbury casino, and it was a very successful event.

Stefanie asked if the website could post a notice asking for people to join the FallFest Committee for next year, and that we have a meeting of the committee to plan for 2022. It will be October 22, our 115^th Township Anniversary.

NEW BUSINESS: Chief’s Meeting: Mike will be hosting the Fire Chiefs’ Meeting at the Town Hall on November 18, 3^rd Thursday of November. Glen moved that the chiefs be allowed to use the hall for no charge. Mike seconded.

Duxbury VFD Hunters’ Raffle: Mike said the fire department had to cancel the raffle again this year because of the very tight quarters at the Duxbury Bar and the danger of COVID. He said he has alternatives for next year; Rich’s Bar said they would host it for us. Glen said the Town Hall is bigger than the bar and has many more tables and chairs and we could have it at the town hall.

County Meetings for Broadband: Terry Lovgren, our Commissioner, wants us to participate in a meeting about increasing broadband internet access in our county. Two Creeks Campground Donation to Family Pathways: The Campground donated $7,944 cash and $3,394 pounds of food to the Family Pathways Food Shelf.

ROAD REPORT: Alden said he has graded all the township roads a couple of times in preparation for winter. He had gravel put down on the North and South Duncan Roads. The culverts are staged on Crooked Lake and Dollar Lake Roads and will be put in this week. Paul should bill Danforth Township for half of the cost of the culverts. Alden said he dug out the frost boils on Tamarack Pine Drive and on the Vink Road. He picked up a new cutting edge for the grader.

Township Road Mowing: Jody said she watched Jerry’s Mowing on Tamarack Pine Drive and they had the mower set over a foot high and she felt the town was wasting their money.

Road Surveys: Jody said a surveyor was on Tamarack Pine Drive looking for the survey marker and thought it was near Maureen Rioux’s driveway. There is a property dispute on the other side of the river of Tamarack Pine Drive between Clay Heller and James Doody and some land he bought from Micki Johnson. The surveyor wanted permission from the board to dig in Tamarack Pine Drive, but he said he doubted there even was a marker. Mike said there is a marker at the corner of Duxbury Road and Tamarack River Road, and the board said he should not dig in the road with such flimsy evidence.

Barricade on Tamarack Pine Drive: Jody said Tamarack Pine Drive ends at the Tamarack River where there used to be a bridge. People still drive right to the end of the road and there is no turn-around space, so they need to drive on their lawn. She said the river drop-off is steep and it is a hazard. Glen moved that Alden barricade the end of the road so no one goes down past the barricades. Mike seconded.

OLD BUSINESS: Couri & Ruppe Annual Township Legal Seminar: Was Saturday, September 25, 2021, at the Rutledge Town Hall. Paul attended and brought back the powerpoint manual for all the board members. He said the manuals have every subject discussed and every point discussed and it was very good training on roads, fire department contracts, speed limits, beaver dams, contracts, and legal pitfalls townships fall into.

Stan said he had his trailer moved and put up yellow parking markers and he has almost 50 feet of parking off-road. The county is putting in a culvert so he can widen his driveway. Mike said he still hesitates to vote for a liquor license for Stan until the culvert is put in and the parking issue is completely resolved; people still park on the road. Glen said our township has always been very welcoming to new residents and business ventures and we should be now when Stan has made so much effort to satisfy the board’s concerns. Wilma Fall Fest: Will be that night, Oct. 23, starting at 6 p.m. With a potluck supper and then the Procrastinators will play for the evening. All are welcome. Jody Mattson said she would join the committee and help get businesses and vendors to donate door prizes. Glen said he’d take care of the Play and Stay at the casino, but Jody could contact the Danbury Casino. Paul said two years ago we only had very few prizes which gave the Procrastinators more time to play uninterrupted. He asked if we could restrict it to 10 good prizes, like oil changes. Jody said the kids love the idea of door prizes.

Pine County Wanderers: Will meet at the Wilma Town Hall on Wednesday, October 27, starting at noon. Mike moved to give approval for them to use the hall. Glen seconded.

Alden said he confronted a problem when doing a locate on Crooked Lake Road Google Maps says that the name of the road is South Range Line Road and that Crooked Lake Road is located in Danforth township a few miles west. Mike said that is obviously wrong and he can contact Google Maps to correct it. Alden said he will start working on digging out the frost boils on Tamarack Pine Drive and on the Vink Road.

Township Road Mowing: Alden said if citizens are going to complain about the job Jerry’s Mowing did on our township roads that he’d suggest we don’t do any mowing from now on. Mike said we just need to remind any citizens who complain that we only mow the right of way, not up to the tree line.

ECE Road Excavation on Dollar Lake Road: Alden said that on Dollar Lake Road that ECE only worked in the ditch, not on the road. They have not contacted him yet for an inspection on the Vink Road. We will return the $1,000 for Vink Road once they confirm that the work is done and Alden can inspect it.

OLD BUSINESS: American Rescue Plan Act (ARPA): Pine Co. Planning Meeting. Paul attended the second meeting on July 27 at the North Pine Government Center in Sandstone. Wilma has already received half of our ARPA funds. Our dollar amount isn’t calculated based on our budget or our spending but on our population, which is 63 @ $105/person, $6,615. Mike said he thought we could ask for more funding and that the fire department can request funding from the township. Paul said we won’t get any more than the $6,000, but Mike can call Commissioner Terry Lovgren to confirm this. Possibilities for funding: Extension of our Town Hall broadband budget to give us more months of service. We can buy laptops for Mike and Gary and a printer for Patrice. Paul said Minnesota Surplus has Dell laptops with power cords for $70, with cameras. Mike and Gary said they aren’t interested. We can donate to the fire department for lost revenue. We need to document how we spent it.

Stan said he is having his trailer moved tomorrow and that he will have almost 50 feet of parking off-road so the parking issue is over. Mike said he still will not vote for a liquor license for Stan until the parking issue is resolved, but he did second Glen’s motion to approve the cigarette license. Gary abstained.

Mowing Town Hall: The Board hired Stan Riley at $20/hour to both mow and weed-whip the hall lawn, and he will do it tomorrow. Hall Foundation: Paul reinforced the blocks with bricks.

District 7 Meeting: Was Thursday, August 12, 7 p.m. In Monticello. Paul attended by Zoom: The first hour was just the Monticello town board explaining how they treat roads for dust and maintain their roads. Also on the agenda was Government Relations update and discussion on how we can use our ARPA funds.
