Chairman Glen Williamson called the meeting to order at 1:00 pm by telephone conference call with the Pledge of Allegiance. County Assessor Lorri Houtsma and Wilma Assessor Bob Brewster attended, plus Supervisors Gary Vink and Mike McCullen and Clerk Paul Raymond.

Meeting Record of 2019 Board: Gary moved to waive the reading of the record of last year’s Board of Equalization. Mike seconded. Paul protested.

There were no appeals. Since the meeting had to last at least ½ hour, Glen moved to rescind the motion to waive the reading of the record and the clerk read it. Gary moved to approve; Mike seconded. If the record is not read, it cannot be approved and signed by the Chair.

How Values are Determined: Lori explained that estimated market values are based on a sales study of qualifying sales; the assessor has to set values at 90% – 105% of sales in the previous year, October 1, 2018 to September 30, 2019. The assessment records are stored at the assessor’s office in the courthouse. Qualifying Sales have a CRD, Certificate of Deed filed with the Auditor who gives it to the Assessor. Excluded sales are family sales, forced foreclosures, and token sales. The increase in EMV for the 33 townships in Pine County is set by the sales in each township the previous year and a half ago, and must be set between 90 – 105%. Ours was 90.7%, which is low. Lori increased it to 93.3%, a 3.18% increase. Wilma had two sales last year, a cabin and 5 acres on Crooked Lake Road by Randy Schultz to a Mr. Evans, and a cabin and 48 acres on Duxbury Road by Tim McCullen’s, Shane Piro to Edwin Lindbloom. The Crooked Lake property sold for $30,000 over Bob’s estimated value.

Gary Vink, Parcel R32:1041, the Farm: Gary said put the land under the county 2C forest plan, and his taxes went down $698 and reduce Gary’s taxes by 35%, from $2,270 to $1,578. The number to contact the forester to get a managed Forest Management Plan 2C is Paul Swanson at 320-216-4245.

Schmedeke Land Sales: Bob said to prepare for some major sales off of Schmedeke Lane and Pete Anderson Road. Two sales last year, both for $20,000 – $30,0000 over his appraised value. He expects 6 more sales this year. Lori said sales all over the county were very strong right up until the pandemic, and she doesn’t know what will happen now.

Homestead Claim on Duxury Road: Vanderbergs have 40 acres and a pole shed building and claimed homestead status. They do have an active mailbox. Bob and Lori said they use several criteria to determine if a property is true homestead, including drivers’ licenses, voting registrations, electric bills, etc. Bob will keep investigating.

RESOLUTION OPPOSING PINE COUNTY SELLING TAX-FORFIETED LANDS IN WILMA TOWNSHIP

WHEREAS, The board of Supervisors of Wilma Township has held the position that public lands and rights-of-way, whether state forests, old township roads, or county tax-forfeited lands should remain in the public domain for the recreational use of all citizens, and

WHEREAS, The Pine County Land Department has asked for our feedback on the proposed sale of two parcels in Wilma Township, one of 104 land-locked acres in Section 9 and the other 53 acres on the west side of Dollar Lake Road, and

WHEREAS, Both of these parcels have been used by Wilma Township residents for hunting, and selling them to private parties would end all public access and use, and

WHEREAS, persons who buy a land-locked parcel will likely need to involve the township in time-consuming efforts for them to obtain an easement or cartway into their land, with issues of eminent domain and surveys and petitions and citizens being forced to provide easements through their own parcels,

BE IT THEREFORE RESOLVED BY THE TOWN BOARD OF THE TOWN OF WILMA, PINE COUNTY, MINNESOTA that the Township of Wilma opposes any sales of county land in Wilma Township and affirms that the public’s right to use these lands not be impeded or restricted but protected.

Chairman Glen Williamson called the meeting to order at 7:30 p.m. by telephone conference call, with the Pledge of Allegiance. Also present by phone: Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, and Pat Story.

Resolution to Hold Meeting by Conference Call: Mike moved that the board pass the resolution to hold this meeting by conference call. Gary seconded. Passed.

BOARD OF REORGANIZATION: Gary took his oath of office as Supervisor earlier today and Paul was sworn in by Gigi Everett. Mike nominated Glen to serve as Chairman; Gary seconded. Passed. Mike moved that Gary be assistant Chair; Glen seconded; passed. Treasurer Patrice designated Northview as our bank of deposit. Mike moved that The Evergreen and Pine County Courier and the Town Hall and the township website be our notice-posting and publishing places. Mike moved that the wages and salaries for 2020 as proposed at the March meeting be adopted: Chairman $105/meeting (over three hours, $22.50/hour); Supervisors, $100/meeting (over three hours additional $20.00/hour); Clerk and Treasurer $100/meeting. Special reports and paperwork $18/hour. Election judges $16/hour (including head judge). Grader Operator $25/hour for grading and plowing; $20 hour for inspections and reports; Assistant Grader Operator, $20; General labor $16/hour; Major mechanical work, $30/hour; Mechanic Assistant, $16/hour; Annual Meeting Moderator, $75/meeting; Out of town meetings, $150/full day; $100/half day. Mileage at Federal rate, now $.57.5/mile. Hourly rate, Chairman $22.50; Supervisors $20 (Supervisor Labor $16/Hour)

Mileage: Federal rate for officers, judges, delegated township representatives, for judges training, township officers training, and association meetings, etc. $.57.5/mi. For 2020. Gary seconded; passed.

Monthly Board Meetings: Glen moved that we meet the first Wednesday of each month at 7:30 p.m. in 2020/2021. Gary seconded. Township Donations: Requests from OSAC, Family Pathways, Pine County Historical Association and Seven County Senior Federation for continued contracts. At 2018’s annual meeting, a total of $300 for all requests was approved by the voters for 10 years. Mike moved to give $75 apiece to each of them; Glen seconded. Passed.

Snowplowing 2020/2021: Mike moved that we keep our private drive snowplowing rates for the 2020-2021 season the same as last year: $75; Drives over 700′, $100; 1,000′ to ½ mile: $175/season; over ½ mile, $350. Gary seconded; passed.

BOARD OF SUPERVISOR’S MEETING: March Meeting Record: Mike moved that since the report is posted online, that we waive the reading of the meeting record. Gary seconded. Passed.

ROAD REPORT: Alden gave Glen his report on any plowing/grading, repairs, etc. Alden inspected all roads for winter damage. There is a washed-out culvert on the Pete Anderson Road. Alden repaired the road but the culver will need to be replaced. Mayfield road will need gravel this summer. Supervisor’s Road Inspection Meeting: Date for inspection will be set at May 7 Board Meeting.

OLD BUSINESS: Wilma Septic Administrator: Caleb Anderson is asking the board to make a decision on whether to hire Denny Schlomka to do our septic inspections, with Patrice doing the paperwork. Patrice said she met with Gale Kespohl and that she will be willing to do the paperwork. Gale needs to download all her forms to a flash drive so Patrice can put it on her computer. She will be paid out of Denny’s fees for what we charge for the inspections. Mike moved that we hire Denny Schlomka as our septic inspector, with Patrice handling paperwork. Gary seconded. Passed.

NEW BUSINESS: Board of Appeal/Equalization: For voters to appeal 2021 property tax assessments, will be Monday, April 13, 2019, 1 p.m. by Conference Call. County Assessor Lorri L. Houtsma and Wilma Assessor Bob Brewster will attend by phone. We need two supervisors. So far we have received no appeals.

Tax-forfeited Land Sales in Wilma Township: Two parcels up for sale: 104 landlocked acres in Section 9, and 53 acres in Section 18 running west of Dollar Lake Road. We have 60 days to appeal or the sales will proceed. Board said to draft a resolution. (attached) Mike moved that the resolution be passed as written and sent to Mark LeBrun. “BE IT THEREFORE RESOLVED BY THE TOWN BOARD OF THE TOWN OF WILMA, PINE COUNTY, MINNESOTA that the Township of Wilma opposes any sales of county land in Wilma Township and affirms that the public’s right to use these lands not be impeded or restricted but protected.”

Possible County Tax Penalty Waiver: At the April 7th county board meeting, the Pine County Commissioners discussed the possibility of waiving penalties for late payment of the 2020 property taxes until a future date (possibly July 1st).If the county takes action it will likely be at the April 21st meeting or a special meeting called for that purpose.

CANCELLATIONS: The following meetings were canceled due to Covid-19. MAT Spring Short Course; Pine County Township Officers’ Meeting; MAT Summer Specialized Training; Chronic Wasting Disease Town Hall Meeting.

Mandatory Judge Training for 2020 Elections: Head Judge/Clerk, Monday, June 29, 9-11 a.m., Sandstone. Regular Judge Training: Monday, July 27, 2-4 p.m., North Pine Government Center, Sandstone. Patrice and Stefanie have agreed to be judges, and Pat Story and Gary Vink said they would like to be trained and would be willing to judge at either the August primary or the November general election. Paul and Patrice will judge both elections.

Frost Boils: Pat asked what Alden planned to do about frost boils and blisters on township roads. Gary said that when Mark Pallow was Road Manager he attended training on road maintenance and they affirmed Mark’s answer that you go around them, that they will heal themselves. Mike said the only way to cure them is to tear the road up, put down netting and class 5 gravel and rebuild the road. Mike said the county did that north of Duxbury on the Tamarack River Road, but it was only partly successful, and the boils would just move up the road.

Treasurer’s Report and Claims: Patrice gives the treasurer’s report. Total bills for April are $2,452.22. Total to transfer from savings to checking, $2,400.00.
